The Steam store page puts it more plainly: "You're Grey Harker, an ex-military attempting to live a quiet life after near fatal injuries in the field. All you want now is peace - but in a city of no laws, what you want isn't always what you get."
The objective is stated just as directly. You are there to "explore its rich history and meet the veiled hearts of the city as you take back what was wrongfully taken from you."

Why "veteran of the city" matters
Most descriptions note that Harker is a veteran. The less-quoted half of that sentence is more interesting: he is a veteran "of both the battlefield and the city of Port Desire".

KRAFTON's wording is unambiguous: "Even in a city of no laws, actions still have consequences." You will meet "plenty of colorful characters, friends and foes alike", and "whether you decide to help a friend in need or flatline some mouth-breathing alley rat, your choices will leave a mark".
The instruction that follows is the clearest structural statement KRAFTON has made: "Play through multiple times to uncover alternate paths and new outcomes."
